By law they must apply a tool id for inventory purposes, and when an item is replaced they are required to remove it. The how of removing it is left up to individual tool rooms, some sand, some grind, some do other methods. So even tho an item I list may be listed as NEW OTHER this simply means it shows no wear but may have remnants of old tool ID removal, which I try to cure as good as I can. Essentially tho just like a vehicle even tho NEWISH, still consider them as used. Nicks, dings scratches etc can exist on an item.
